- Permanent residents of Sindh
- Valid driving license (for motorcycle or car)
- Currently enrolled in educational institution or employed
- An agreement not to sell or sublet the scooter for at least seven years
The selection will be made via a public balloting system, supervised by government departments and conducted in front of media to ensure transparency. After being shortlisted, successful applicants must pass a road skills test before receiving the scooters.
